As I’ve said before,I suspect that the Captain might have known people who were either driven out of the city or simply disappeared because they challenged them. I don’t think he wants that happening to Julia. I also think that the police might know about the Trevaine’s less than savory dealings but again,can’t prove it or get anyone who will testify in court because they are so powerful,they would be destroyed. In a lot of ways,going up against the Trevaines is going to be a difficult and extremely dangerous thing to do.
At best,they may end up as Lilja’s little bondage toy,like she possibly wants to do to Julia. At worst,their fate could be an unknown and quite gruesome one. I think the Captain might want to go after the Trevaines,but he also knows that their power and influence might make that an extremely dangerous thing to do.
And there we have it. The Trevaines are not some ordinary criminal scumbags, like mob bosses, but people with high influence and power, in other words: dangerous scum (to use Phillip’s words). ^^
Phillip knows full well what they’ll do if they’re challenged, so he’s not trying to take them down with force. He does that also to protect his officers, especially Julia. He’s like a father-figure to her. I like him very much.
That metaphorical drawing in the last panel is awesome! Justine is literally a puppet master who controls the entire city. A very menacing villainess!
