I can see why Julia is feeling this way. Not only is she struggling with her inability to save the Vicerine, but with PUNC now defunct, there’s not a thing she can do as the city she swore to protect descends into chaos.
However, with Zhao overhearing what happened to Armaretto, I can see Justine approaching Julia with a chance to go all “black ops” on a mission to rescue Armaretto.
Though Julia might initially refuse as she doesn’t like the idea of working with the Trevaine family given how dirty they are, she may have to compromise and agree to the terms as at least with the Trevaines in control of the underworld, they can keep things under control as opposed to the pure chaos that is constantly endangering people.
It’s a deal of mutual benefits for both Julia and the Trevaines.
