It depends on the situation. Odds are the targets she mentions would be armed security types for the event. I would think a illigal fight / gambling event would have its own protection. As Kit shows there was a large amount of cash on the line, or were simply at the event armed. Even though the civilians were’nt fighters they are still committing a crime being there if its based on RL underground events anyway.
