The tied girl is Lisbeth, the state prosecutor in the case of Dominica Diaz. The one teasing her is Tea, henchgirl of Vicerine Amaretto’s sister Nera’s , who is seen in the background. And yes, great cover! Three (very much) pretty girls, one of them well tied and gagged. But I think is Tea the one stealing the attention here, je je. I hope we will see her soon in a similar situation than Lisbeth’s.
Now I recall that Nera promised Dominica she will help her with her trial. I see she has chosen the restraining approach, impeding the prosecution to continue pleading its case. Although probably the prosecutor Lisbeth will do a lot of pleading now, not in court but in whatever lair Nera and Tea have ready to store her.

What's interesting is that on this cover for the first time actually none of our main characters is present. Those three were introduced just recently (Nera at the end of Vol. 2 and Lisbeth and Tea just in this Volume) so it's pretty unusual.
